Please contact New Cumberland Borough directly to establish or cancel service with Penn Waste and for any issue regarding your bill at (717) 774-0404. Trash service with Penn Waste is required for all residents. By ordinance, unpaid fees for trash collection may be subject to a lien on the property. Commercial buildings and larger apartment buildings or condos may use Penn Waste or choose their own waste hauler.

Billing and Payment Options
You NOW have access to pay bills online through our secure payment portal. Online payment information and website details will always be shown on your bill. We are pleased to accept online payments via credit card, debit card, or electronic check. A nominal service fee will apply for online payments. - January-March: bills are mailed February 1st and due March 1st
- April-June: bills are mailed May 1st and due June 1st
- July-September: bills are mailed August 1st and due September 1st
- October-December: bills are mailed November 1st and due December 1st
Another new feature we are introducing is paperless billing! You may request e-bills by returning the form or signing up through the portal.
ACH (Automatic Clearing House) payments will continue to be an option for our customers. This is a free, recurring payment program. Customers can use the form to sign up for new ACH payments. Currently enrolled customers do not need to reapply. If you are enrolled in ACH and prefer a different electronic payment method now available, please be sure to contact the borough office to update your preferences and stop ACH payments.
In-Person: Accepted at New Cumberland Borough Office (cash and check only)
Bills can be paid by cash, check or money order and mailed or dropped off at the Borough Office at 1120 Market Street, New Cumberland, PA 17070.

Keep Hazardous Waste Out of Your Trash
NEVER place these hazardous waste materials in your trash & recycling bins:
- Any item with a rechargeable battery
- Pool chemicals
- Propane tanks
- Ammunition
Cumberland County offers a Household Hazardous Waste collection program four times a year in an attempt to give the residents of Cumberland County an alternative disposal method for hazardous waste.
